I am thinking that it could of been a suicide jump… and they feel backwards waiting for someone to come and save them but no one did. Its looks like a memorial place for that person, with all the flowers and gifts.
It also is making me think that behind this picture is a war going on because you can see a burnt building and the streets look like they have been destroyed.
